On Wednesday, the former superintendent of the Lincoln County Board of Public Utilities was arrested on a theft charge after being the subject of an investigation conducted by the Tennessee Bureau of Investigation and indicted by the Lincoln County grand jury.
Billy Joe Wiley, 66, of Fayetteville, was indicted on one count of theft over $60,000. The 14th Judicial District Attorney General requested a TBI investigation of Wiley in March of 2013 after the State of Tennessee Division of Local Government Audit released an audit report that discovered $293,779.22 had been awarded as bonuses and unworked overtime to employees of the Lincoln County Board of Public Utilities by Wiley without approval from the board of directors.
The money was paid between January of 2008 and December 2011 while Wiley served as superintendent.
Wiley was booked into the Lincoln County Jail on $10,000 bond.
